For international investors, a Saudi Arabia Premium Residency investment through property is one of the clearest ways to live in the Kingdom without an employer sponsor. Often called Saudi Arabia’s “golden visa”, Premium Residency is a separate immigration status with its own products, eligibility rules and fees. It is not the same as a standard work-sponsored iqama.
Since January 2024, the programme has included a dedicated Real Estate Owner product. It gives qualifying owners of residential property worth at least SAR 4 million a residency that lasts as long as they keep the property. With the Law of Real Estate Ownership by Non-Saudis in force since 22 January 2026, more overseas buyers can now own the kind of property that supports an application.
Buying a property does not grant residency automatically. The property, the applicant and the application must all meet the Premium Residency Center’s criteria, and the purchase must comply with REGA’s foreign ownership rules. This guide explains both sides: the products available, the property criteria, the interaction with the ownership law, the application steps, costs, benefits and common mistakes. It is general information, not legal or immigration advice.

What Is Saudi Premium Residency?
Premium Residency is a residency framework for non-Saudis who qualify under one of the Center’s products. It was first launched in 2019 with two paid products, and expanded in January 2024 with five new products aimed at investors, entrepreneurs, talent and property owners.
Unlike a standard iqama, Premium Residency is not tied to one employer. Holders can live in Saudi Arabia with their families, change private-sector jobs, run businesses under the investment rules and travel in and out freely.
Each product has its own eligibility rules, duration, documents and fees. Meeting the threshold for one product does not qualify you for another, so the first step is always choosing the right product.
Premium Residency Products at a Glance
When the expanded programme launched, the published product thresholds were as follows:
Product | Main requirement at launch | Duration |
|---|---|---|
Real Estate Owner | Residential property worth at least SAR 4 million, unmortgaged | Linked to ownership of the property |
Investor | At least SAR 7 million invested, with an investment licence and commercial registration | Permanent route if job-creation targets are met |
Entrepreneur | Funding from an accredited investor, from SAR 400,000 upwards | 5 years, or permanent at higher thresholds |
Special Talent | Senior roles in healthcare, science, research or executive management, with minimum salaries | 5 years, renewable |
Gifted | Endorsement from the Ministry of Culture or Ministry of Sports | 5 years, renewable |
Limited Duration | Proof of financial solvency; SAR 100,000 per year | 1 year, renewable |
Unlimited Duration | Proof of financial solvency; SAR 800,000 one-time | Permanent |
These figures are from the programme’s 2024 launch. The Center can change criteria, so confirm each amount on the official portal before applying.
For property investors, the most relevant routes are the Real Estate Owner product and, for larger budgets or those wanting a fixed-term option, the Limited or Unlimited Duration products. Our guide to types of residencies in Saudi Arabia compares these with standard residency options.
Premium Residency vs a Standard Work Iqama
Feature | Standard work iqama | Premium Residency |
|---|---|---|
Linked to | An employer or sponsor | The holder’s own qualification |
Changing jobs | Subject to employer and labour rules | Free movement between private-sector employers |
Exit and re-entry | Usually needs an exit and re-entry visa | No separate visa needed |
Family | Dependants through the sponsor, with fees | Spouse, children and parents, without expat dependant fees |
Business activity | Limited | Allowed under the investment rules |
Property | Residents may own one home outside the zones | Ownership or usufruct under the applicable rules |
A standard iqama remains the normal route for most expatriate workers. Premium Residency suits people who want independence from a sponsor, plan to stay long term or want to bring their family without dependant fees.
Does Buying Property in Saudi Arabia Give You Residency?
Not automatically. The answer to the central question of Saudi Arabia Premium Residency investment is that a qualifying property can support an application under the Real Estate Owner product, but the purchase itself does not issue a residency permit. You must apply, provide evidence and receive a decision from the Premium Residency Center.
A property worth less than SAR 4 million, a mortgaged home, vacant land or a commercial building does not qualify for this route, whatever its location. Equally, a buyer who meets the value test still needs to meet the general conditions on identity, health, security and financial solvency.
The reward for qualifying is significant. As AGBI reported, the residency lasts as long as the owner holds the property, and the owner is not required to live in it full time. That is a different model from fixed-term golden visas that must be renewed.
Real Estate Owner Residency: Property Criteria
Argaam’s summary of the eligibility criteria and the Center’s product rules set out the main conditions:
Value: You must own, or hold usufruct rights over, property worth at least SAR 4 million.
Use: The property must be residential.
Status: It must be completed and ready to live in. Undeveloped land and land under development do not qualify.
No mortgage: The property must be free of mortgages and must not be mortgaged after residency is granted.
Valuation: The value must be confirmed by a valuer accredited by Taqeem, the Saudi Authority for Accredited Valuers.
Registration: Your ownership or usufruct must be legally documented.
Purchase price vs official valuation
The SAR 4 million test is based on the accredited valuation, not just the price you paid. A buyer who pays SAR 4.1 million for a property valued at SAR 3.8 million could fall short. Commission an independent Taqeem valuation before signing, especially for properties priced close to the threshold.
Can several properties be combined?
The criteria refer to property assets worth at least SAR 4 million, but how the Center assesses several units, joint ownership or usufruct structures should be confirmed in writing before you buy. Do not assume that two SAR 2 million apartments will be treated the same as one SAR 4 million villa.
What about off-plan property?
Early guidance on the Real Estate Owner product required a completed property. Arabian Business’s 2026 guide also stresses that the property must be developed and used residentially. The Center’s current product terms refer to an off-plan route with specific conditions on the unit’s value, minimum payments, approved developers and financing. Because these conditions are detailed and can change, confirm them on the official portal before relying on an off-plan purchase. A reservation form or brochure is not proof that you qualify.
If you are considering off-plan, read our guide to off-plan property investment in Saudi Arabia for the wider risks.
How Premium Residency Interacts With the Foreign Ownership Law
Premium Residency and foreign property ownership are connected in practice but run as separate regulatory processes. REGA administers the ownership framework and its geographic rules. The Premium Residency Center decides residency. A buyer must satisfy both.
This matters in three ways:
You must be able to buy the property first. Non-resident investors can generally buy only inside approved zones. Our designated zones guide lists the areas, from KAFD and Diriyah Gate in Riyadh to Central Jeddah and The Red Sea.
Makkah and Madinah carry extra restrictions. Direct individual ownership in the holy cities is limited to Muslims, and property there may not support every residency route. Check before buying.
Residency does not create a right to buy anywhere. Premium Residency holders have favourable status, but they must still follow the location, registration and payment rules.
The new law has opened a practical path for overseas investors. A non-resident can buy a qualifying SAR 4 million home in an approved zone, register it, and then apply for Real Estate Owner residency. For the full ownership framework, see our Saudi Arabia Foreign Property Ownership Law guide.
Choosing a Qualifying Property
A Saudi Arabia Premium Residency investment works best when the property makes sense as an investment, not just as a residency ticket. Before buying, consider:
Location: Riyadh and Jeddah offer the deepest rental and resale markets. Our guide on how foreigners buy property in Riyadh covers the capital’s approved zones.
Property type: Villas, large apartments and branded residences are the most common SAR 4 million-plus options.
Resale: Because residency depends on keeping the asset, think about how easily you could sell or replace it later.
Rental income: You are not required to live in the property, so letting it can offset costs. Check any zone or building restrictions on use.
Title quality: A clean, registered title is essential for both ownership and residency. See our guide on how to verify property ownership before buying in Saudi Arabia.
Application Process: Step by Step
The Center accepts applications through its official online portal. Use this sequence as a planning guide and follow the live portal instructions.
Choose the right product. Confirm that the Real Estate Owner product fits your situation, or whether another product suits you better.
Check the property criteria before signing. Confirm value, use, completion status, mortgage status and, for off-plan, the current conditions.
Confirm you can legally buy the property. Check the zone, your buyer category and the registration route with REGA.
Get an accredited valuation. Use a Taqeem-accredited valuer to confirm the property is worth at least SAR 4 million.
Complete the purchase and registration. Register the property in your name in the Real Estate Registry. Our guide on how foreigners register property in Saudi Arabia explains each step.
Prepare your documents. These typically include a valid passport, proof of financial solvency, a criminal record certificate, a medical report, the title deed and the valuation report.
Create an account and apply online. Upload documents in the required format and with any required translations. Keep copies of everything.
Respond to requests. The Center may ask for clarification. Inconsistent names, dates or ownership details can cause delays.
Pay the fee and complete issuance. If approved, pay the product fee, arrange medical insurance and collect the residency document and family cards.
Keep the conditions. Maintain ownership and keep the property free of mortgages.
Costs: What a Premium Residency Property Purchase Really Costs
The Real Estate Owner product fee is a one-time SAR 4,000. For most buyers, that is the smallest part of a Saudi Arabia Premium Residency investment. Assuming a SAR 4 million purchase through a broker, with the buyer agreeing to bear the transaction tax:
Cost | Approximate amount |
|---|---|
Property price | SAR 4,000,000 |
Real Estate Transaction Tax at 5% (if the buyer bears it) | SAR 200,000 |
Brokerage at up to 2.5% | SAR 100,000 |
VAT at 15% on brokerage | SAR 15,000 |
Premium Residency product fee | SAR 4,000 |
Taqeem valuation, legal fees, translations, medical insurance | Varies |
When you later sell in Riyadh, Jeddah, Makkah or Madinah, a 2% non-Saudi disposition fee also applies. Our guide to real estate taxes in Saudi Arabia explains each charge. These are illustrations, not quotes, so get a written cost breakdown before you commit.
Benefits of Premium Residency
According to published programme information, Premium Residency holders can:
live in Saudi Arabia with their spouse, children under 25 and parents
leave and re-enter the Kingdom without a separate visa
avoid the fees usually charged to expatriates and their dependants
work in the private sector and change employers without sponsorship, including eligible family members
carry out business activity in line with the Investment Law
obtain visit visas for relatives
use airport lanes normally reserved for Saudi citizens
For the Real Estate Owner product, the biggest advantage is duration. As long as you keep the qualifying property, your residency continues, without a fixed renewal cycle.
Important Limits
Premium Residency is not citizenship, and it is not an exemption from Saudi law. Holders must still follow licensing rules, professional restrictions and property regulations.
For the Real Estate Owner product specifically:
residency depends on keeping the property, so selling or mortgaging it can end your status
the property must remain residential and unmortgaged
the product fee does not cover property, tax or service costs
benefits for family members are subject to each person meeting the conditions
Selling or Changing the Qualifying Property
Because your status is linked to ownership, any sale, transfer, refinancing or restructuring needs planning. The Center’s rules provide a limited period to replace a sold qualifying property in certain circumstances, but the conditions are specific. Confirm with the Center before you sign a sale agreement, and line up a replacement property in advance if you want to keep your residency.
Do not take out a mortgage on the property after residency is granted. That alone can breach the conditions.
How It Compares With the UAE Golden Visa
Investors often compare Saudi Premium Residency with the UAE Golden Visa. Both offer residency without an employer sponsor, but the models differ. The UAE property route is a renewable long-term visa, typically issued for 10 years, with a lower property threshold of AED 2 million. Saudi Arabia’s Real Estate Owner residency has a higher threshold of SAR 4 million, but continues for as long as you keep the property.
Other differences to weigh include family coverage, the right to work, tax treatment, the availability of mortgages and the size of each market. Compare the current official rules in each country, and think about where you actually plan to live, work and do business.
Realistic Timeline
There is no official processing time for every case. When planning a Saudi Arabia Premium Residency investment, allow time for three stages:
Property stage: finding a qualifying property, valuation, legal checks, purchase and registration, which can take several weeks or more for overseas buyers.
Preparation stage: gathering certified, translated and legalised documents, background checks and medical reports.
Application stage: submission, verification, any follow-up requests and the decision.
Overseas applicants should treat any fast-track promise from an agent or seller with caution. The Center’s portal and official communications are the only reliable guide.
Common Mistakes to Avoid
The most common mistake is assuming that “investment” means one residency category. Each product has different requirements. Other mistakes include:
buying first and checking the residency criteria later
relying on the purchase price instead of an accredited valuation
assuming land, commercial property or a mortgaged home qualifies
treating an off-plan reservation as enough without checking current off-plan terms
assuming residency allows ownership in any location
treating application submission as approval
selling, mortgaging or restructuring the property without checking the effect on residency
using a company or nominee structure for a product designed for individual owners

Conclusion
A Saudi Arabia Premium Residency investment through property offers something few markets do: residency that lasts as long as you own a qualifying home. The criteria are specific: a completed, residential, unmortgaged property worth at least SAR 4 million by accredited valuation, plus a successful application to the Premium Residency Center.
The 2026 ownership law makes this route more accessible to overseas investors, but it does not merge the two systems. Confirm that you can legally buy the property with REGA, confirm residency eligibility with the Center, and take qualified legal advice before committing funds. A well-chosen property should work as both a sound investment and a residency foundation.

Frequently Asked Questions
Not by itself. The Premium Residency Center offers a Real Estate Owner product for buyers of qualifying residential property worth at least SAR 4 million, but you must apply and be approved. The property must be completed, unmortgaged and valued by a Taqeem-accredited valuer, and you must meet the general conditions on identity, health, security and financial solvency.
The minimum is SAR 4 million, based on a valuation by a valuer accredited by Taqeem, the Saudi Authority for Accredited Valuers. The purchase price alone is not enough, so a property bought for just over SAR 4 million could fail if its valuation comes in lower. Check the current threshold on the official portal before you sign.
Early rules required a completed, ready-to-live-in property, and undeveloped land does not qualify. The Center’s current terms refer to an off-plan route with conditions on value, minimum payments, approved developers and financing. Because these details are specific and can change, confirm them directly on the official portal before relying on an off-plan purchase for residency.
The product fee is a one-time SAR 4,000. That is separate from the property price and purchase costs, such as the 5% Real Estate Transaction Tax, brokerage of up to 2.5% plus VAT, valuation, legal fees, translations and medical insurance. On a SAR 4 million purchase, transaction costs can exceed SAR 300,000, so budget for the full picture.
It has no fixed end date, but it is not unconditional. The residency lasts as long as you keep the qualifying property and meet the conditions, including keeping it residential and free of mortgages. If you sell the property or it stops qualifying, your status may be affected. It does not grant citizenship.
Yes. Published programme benefits allow holders to live in the Kingdom with their spouse, children under 25 and parents, subject to the rules. Family members can also work in the private sector and avoid the dependant fees usually charged to expatriates. Each family member must still meet the relevant conditions and complete the issuance steps.
No. Premium Residency does not override the foreign ownership framework. You must still follow REGA’s rules on location, registration and payments. Makkah and Madinah carry extra restrictions, including the limit of direct individual ownership to Muslims. Check that the specific property is legally available to you before relying on it for residency.
Yes. Under the 2026 ownership law, eligible non-residents can buy inside approved zones after obtaining a Saudi digital identity, bank account and mobile number. Once a qualifying SAR 4 million residential property is registered in their name, they can apply for Real Estate Owner residency. Both steps must be completed correctly and separately.
You can, but selling may end your eligibility because the residency is tied to ownership. The Center’s rules allow a limited period to replace a sold property in certain circumstances. Confirm the current conditions with the Center before signing a sale, and line up a qualifying replacement in advance if you want to keep your residency.
There is no official timeline that applies to every case. Processing depends on how complete your documents are, background and medical checks, and any follow-up requests. For property applicants, the purchase, valuation and registration must come first, which can add several weeks. Use the official portal for current guidance rather than relying on agents’ promises.
